PROJECT UPDATES:

February 24, 2026 — The design team from Psomas presented to City Council the “10% Design Report”—the blueprint for turning Front Street into a walkable plaza. This update covers the main plaza area, Front Street Park, and the surrounding parking and traffic flow on 8th, 10th, and Commercial Streets. Access the presentation here.

June 10, 2025 — Psomas representatives updated the City Council on the Front Street Pedestrian Plaza, a project aimed at revitalizing the downtown area through improved public spaces, economic support, and infrastructure upgrades. Currently in the 10% design phase, the team is balancing event flexibility with operational needs such as emergency access and utility maintenance. The Council voiced support while emphasizing the importance of tree health, cost phasing, and long-term maintenance requirements. Access the presentation here.

February 27, 2025 — Psomas representatives and City staff held a drop-in discussion for downtown properties and business owners to gather input regarding operational needs related to their business (deliveries, outdoor dining, emergency services, etc.) and provide information regarding the scope and schedule of the project (investigation and preliminary design phase).

This project began with Psomas in September 2024 and is focused on developing a comprehensive 10% Design Report to serve as the basis for the final design and reconstruction of Front Street as a pedestrian-friendly plaza.

The primary project limits include the existing Front Street right-of-way, the Front Street Park parcel, and all interfacing building entries between US 2 on the southwesterly end and Division Street on the northeasterly end. Improvement limits also include 8th Street and 10th Street between Front Street and Commercial Street. The 10% Design study area expands beyond these limits to include a broader analysis of downtown public parking lots, the northerly side of US 2, Edelweiss Weg, and Commercial Street, consistent with the Downtown Master Plan.

The scope of work includes review of prior studies and planning efforts; site and technical analysis; community and stakeholder engagement; coordination with local and state agencies, utilities, and partner organizations; development of preliminary design concepts and cost estimates; and preparation of a 10% Design Report identifying a preferred concept and outlining next steps toward final design and implementation.

The goal of this project is to create a pedestrian walking plaza on the western portion of Front Street between US 2 and Division Street that is consistent with Leavenworth’s old-world Bavarian alpine theme.
