SBA Relief Available to Washington Businesses, Private Nonprofits, and Residents Affected by the 2025 Severe Winter Storms

In response to a Presidential disaster declaration issued April 7, the U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Washington businesses, private nonprofit (PNP) organizations and residents affected by severe storms, straight-line winds, flooding, landslides, and mudslides occurring Dec. 5 – 19, 2025.

Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

Good news! FEMA assistance is now available for individuals and households impacted by the December 2025 flooding for residents of Chelan, Grays Harbor, King, Lewis, Pacific, Pierce, Skagit, Snohomish, Thurston and Whatcom counties.
 
Individuals and families who sustained losses in the designated areas should first file claims with their insurance providers and then apply for assistance online at DisasterAssistance.gov, by calling 1-800-621-3362, or by using the FEMA App, which you can get in the Apple or Google Play stores.
 
Remember, if you have received Washington State Disaster Assistance, you must report that assistance to FEMA to avoid duplication of benefits. Not reporting assistance may delay your FEMA application or result in FEMA requiring repayment of funds.

Sandbag materials are available for Chelan County residents at county-owned public works maintenance shops during open hours, which are 7 a.m. to 12:30 p.mon weekdays.

When you drive into the maintenance shop yard, look for the large sand pile, where the bags will be located. People should bring their own shovels, gloves, and other equipment to use when filling the burlap bags with sand.

If you have suffered losses as a result of the December 2025 windstorm and flood, it is critical that you fill out a Damage Assessment form to begin the process for FEMA financial assistance. The form is available in both English and Spanish on the Chelan County Emergency Management website.

It is important to note that as of Dec. 15 the federal government has not approved financial assistance for individuals. We are hopeful that with enough documentation FEMA will approve assistance for Chelan County residents.

This form is for both individuals and businesses. Government agencies and municipalities should work directly with Emergency Management. Fill the form out once for each location where damage occurred; do not combine multiple locations into one form. If you need help filling out the form, call Emergency Management at 509-667-6863 weekdays between 8 a.m. and 5 p.m.

SBA Opens Business Recovery Center in Leavenworth

Free voucher program for flood-damaged debris disposal opens Tuesday

WENATCHEE – If your household experienced damage from the December windstorm and flood, the Chelan County Solid Waste program is offering a free flood disposal voucher program for residents to get rid of blown-down trees and flood-damaged debris.

The program is for in-city and unincorporated residents; however, only people who suffered property damage from the Dec. 10-11 storms are eligible. The voucher program runs through Jan. 3.

“This is the first time Chelan County has opened a program like this to help people who have damage from flooding,” said Eric Pierson, Chelan County Public Works director and county engineer. “We will keep it open through Jan. 3 and then re-evaluate to determine if people need additional days. Weather also may play a factor in our timeline so we’re asking people to please be patient.”

To start a flood disposal voucher, you must first complete a form, providing your name, address and other details. When you are ready to dispose of your load, take the debris and the form to one of two drop-off locations, where an attendant will review the debris load before accepting it into the free program.

Forms are available online here or at the drop-off locations, which are:

  • The Dryden Transfer Station, 9073 Hwy 2 near Dryden, is open 8:30 a.m. to 4 p.m. Tuesday through Saturday. Holidays will impact those hours. See the facility’s website for its holiday closures.
  • The Leavenworth Day Pit, at East Leavenworth and Icicle roads, is open 8:30 a.m. to 3 p.m. on Dec. 23, Dec. 26-27, Dec. 29-30 and Jan. 2-3.

 Each of the two drop-off sites has different guidelines for flood-related debris and woody debris. Go to the county’s website to read the full details before deciding which one you will use. Keep the following general guidelines in mind:

  • The Dryden Transfer Station does not take brush from the Apple Maggot Quarantine Zone, which includes most of Leavenworth, Plain and Lake Wenatchee. If you live in the quarantine zone, use the day pit at Leavenworth for woody debris.
  • The Leavenworth Day Pit is best suited for loads of up to 2 cubic yards of household refuse. If you have larger loads, use the Dryden Transfer Station.
  • If you anticipate having difficulties unloading or lifting materials into a roll-off (a large container with high sides), use the Dryden Transfer Station.
  • Flood-damaged materials accepted include: tree debris, spoiled food and water-damaged clothing, furniture, toys, appliances, flooring, insulation and wallboard.
  • Neither site will take rock or soil, concrete or demolition waste.
  • If you have household hazardous wastes, take those materials to the Chelan County Moderate Risk Waste Facility.
  • If you haven’t already, fill out the 2025 Individual and Business Damage Assessment Form.
  • If a load does not qualify for the free voucher program, then standard disposal fees apply.

Emergency repairs begin Dec. 18 on US 2 at Stevens Pass

STEVENS PASS – Emergency work to repair several miles of washouts and mudslides on US 2 Stevens Pass began Thursday, Dec. 18.

Maintenance crews working for the Washington State Department of Transportation were forced to close the highway Wednesday, Dec. 10, between Index and Coles Corner (mileposts 35-85) due to multiple washouts and mudslides. On Thursday, Dec. 11, the closure was extended to include Tumwater Canyon on the east side (milepost 99) of the pass. Crews were able to clear to Skykomish (milepost 50) on the west side Friday, Dec. 12, but the route remains closed between Skykomish and Leavenworth (mileposts 50-99).

The emergency contract with Hurst Construction covers a 12-mile stretch of the road between mileposts 58 and 70 over the summit of Stevens Pass. Emergency repairs include roadway stabilization, debris removal and drainage repairs.

The route remains closed with no estimated time to reopen. Emergency repairs for work on multiple sections of Tumwater Canyon (mileposts 90-97) and east of Skykomish (milepost 54) are in development.

OUTAGE UPDATE // Chelan PUD crews continue to work to restore services as quickly and safely as conditions allow. Fallen trees, broken powerlines and flooding have created significant challenges in several areas. We know the community has been through a lot, and we thank you for your continued support and patience.

Today, we have a large crew presence in Leavenworth focused on restoring electricity and fiber internet. Twelve crews — about 75 people — are replacing poles, clearing trees and repairing fiber cable. We’re grateful for the support of mutual aid crews from Douglas PUD and Okanogan PUD who are helping get power restored.
 
Restoration plan: Restoration will occur sequentially, neighborhood by neighborhood, as crews work their way outward from the Leavenworth Substation, located behind the fire district on Chumstick Highway. Electrical service will be restored first, followed by fiber internet. Our priority is to restore power to vital community services first, including Cascade Medical and Cascade School District. Our goal is to restore a significant number of customers by Friday night.
 
Traffic impacts: Expect traffic congestion, delays and temporary lane closures as crews bring in heavy equipment. Work may affect Chumstick Highway, Fir Street, East Leavenworth Road, North Road and surrounding neighborhoods.

In response to the recent rain and windstorms that caused damage across the county this week, a state of emergency has been declared in Chelan County. The emergency declaration was approved by Commissioner Shon Smith, chairman of the Board of County Commissioners, on Thursday. It will be approved by the entire board at its regularly scheduled meeting on Dec. 15.

– US 2 is CLOSED between Skykomish and Tumwater Canyon (MP 50-99). This means US 2 is currently closed for 64 miles between Index on the westside to Leavenworth on the eastside. 
– Amtrak Cascades trains operating between Seattle and Vancouver, Canada, are suspended through Friday, Dec. 12.
 
All said, there are currently more than 30 closures on Washington highways affecting 12 counties. This number could change 3 seconds after I push publish. Your best bet for staying updated is to follow along on our real-time travel map: https://wsdot.com/Travel/Real-time/Map/.
 
Remember that “Road Closed” means, well, the road is closed. Don’t drive past those signs. You could endanger yourself or our crew who are working in these miserable conditions to clear water and debris to get things moving again.
Leavenworth is recovering from severe storm damage and a major power outage affecting over 5,000 residents. Crews are clearing fallen trees and power lines, repairing park infrastructure, and restoring essential services. Due to this, the Front Street Park lights and Christmastown gazebo programming will not run this weekend.
