During the October 28, 2025, City Council Study Session, City Administrator Selby provided an update to City Council regarding the Osborn property. A brief history was provided, along with a status update on the project, including the previously proposed partial demolition of the building for an adaptive reuse as a library and community center. Selby was joined by members of the Upper Valley Aquatic Boosters, who are proposing that the site redevelopment project include an indoor pool.
In April 2026, the City brought on board a new Recreation & Tourism Manager to work towards completing the following anticipated next steps and project efforts:
– Form a Public Facilities District
– Expand the existing PRSA boundary to match the Cascade School District
– Secure funding for capital improvements and operational endowment
